In connection with your Invitation for Bid NAM No. 991208 dated December 8,2002, the undersigned would like to participate in the bid for supply of Package No. 4: Dead-Burned Magnesite which is specified in the Schedule of Requirements and submit the following documents and certified that all statements are true and correct.

1.Letters of Authority issued by Young’s Refractory Materials Ltd. Described in details in the following qualification documents for supply of the said-above Dead-Burned Magnesite under the Bid mentioned above to the effect that we are authorized to represent and bind the said manufacturers in one original and three copies;

2.Our Qualification Statement, each in one original and three copies;

3.A certificate in which the undersigned certifies that the statements made in the Qualification Documents are true and correct, together with a Letter of Reference from our band BANK OF CHINA LIAONING BRANCH.
